On September 28, the Ethereum Foundation published details of Glamsterdam’s planned Sepolia activation on October 6 at 13:53:36 UTC; the schedule had already appeared in the official repository on September 17. The upgrade includes proposer/builder separation and block access lists. Operators must update execution and consensus clients.

Ethereum Foundation’s dAI team and Open Anonymity Project introduced zkAPI. According to its developers, it operates on Ethereum mainnet: deposits create private credits and zero-knowledge proofs authorize API use with temporary keys, without revealing billing identity to the provider. Privacy is limited to the payment link: the provider can still observe the IP address and content and try to correlate sessions.

On October 1, Circle published a summary of the proposals in its response to the European Commission’s consultation on reviewing MiCA. The issuer proposes changes to shared issuance by European and foreign entities, recognition of reserves outside the EU and concentration limits.

The CFTC announced that the U.S. District Court for the Middle District of Florida entered a default judgment against Brian Early and Alisha Ann Kingrey for their participation in a digital-assets and precious-metals fraud involving Fundsz. The court ordered them to pay US$15,732,455 in restitution and a US$15,752,455 civil monetary penalty, and imposed permanent trading and registration bans. The other remaining claims were resolved through consent orders involving other defendants.

Coinbase and Modveon announced US-to-El Salvador remittances through Sivar. The service combines eligible debit-card funding, stablecoin settlement on Base and more than a thousand cash-out locations for verified recipients. The announced US$2 fee covers cross-border processing, not the total cost. Sivar’s fee schedule, effective September 4, 2026, separately lists Puntoxpress cash-out (US$0.25 + 0.50% of the amount withdrawn) and possible funding charges depending on the method used. The CFTC registered Coinbase Clearing LLC for fully collateralized futures, options on futures and swaps. Coinbase describes the clearinghouse as designed to use USDC collateral and enable round-the-clock settlement; partners will remain involved in margined products.
